Sims 2 Covered By Floor Tile

I m playing sims 2 family fun edition and i m trying to make walls.

Sims 2 covered by floor tile.

Covered by floor tile. But every time i do it says covered by floor tile. Has anyone come up against the covered by floor tile message when trying to add rooms walls. I play sims 2 but the same msg pops up when you have either not placed the correct amount of tiles in the right place.
