Sims 4 cant select floor.

I think i saw it done on one of the videos i watched but i m not entirely sure. Help when in build mode in the sims 4 it wont let me build any walls flooring or anything for a house. Also the sprinkler system that you can buy seems to 1. Gardens water features pools even just some fencing.
